Ministers are looking at plans to change the way councils are funded, moving money out of inner-city areas to tackle a social mobility crisis in towns and rural areas.
Under the plans, money would be targeted at councils in parts of the country where children today have less chance of being better educated than their parents.
Think tank Onwards says large parts of the country are facing a “social mobility penalty” because of bias in the council funding structure.
