More than 123,000 homes could be built on 203 protected green-belt sites around London, according to a report by the Campaign to Protect Rural England, due to be published this week.
Unclear national planning guidance and confusing government messages are putting pressure on councils, the CPRE said.
Across Essex, Hertfordshire and Surrey, some 747,000 acres of land are under threat.
