Crest Nicholson has begun building Braydon Mead, a development of 2,000 homes, which is part of the 5,500-home Priory Vale development near Swindon.
The developers will provide social amenities including two schools, a medical centre, community hall, playing fields and other leisure facilities.
The Times reports the news in the context of deputy prime minister John Prescotts search of the South East countryside for potential building sites.
