Crest Nicholson has been granted planning permission at its 1,100 home Henley Gate development in Ipswich.
The scheme will form part of the Ipswich Garden Suburb, which will provide 3,500 homes.
Crest Nicholson will also build a country park, school, sports pitches, community centre and retail units.
Around 15% of the homes, expected to be 165 units, will be allocated as affordable housing and available on a joint equity scheme.
Crest Nicholson will continue to work with both the Ipswich Borough Council and Suffolk County Council to finalise a Section 106 agreement. It intends to start the infrastructure build-out by the end of 2017.
