The Crown Estate has submitted plans for 660 homes in Cockernhoe, Luton.
Should North Hertfordshire District Council approve the plans, the scheme will also include investment in public transport and cycle links, new play areas and a contribution towards new schools.
The site is allocated for development in the North Hertfordshire Local Plan.
Steve Melligan, strategic land manager at The Crown Estate, which owns the site, said: “Having just received consent for a 175 unit scheme in Marlborough, this planning application is another example of how we are focused on realising value from our rural portfolio by promoting strategic land sites through the planning process. We’re looking forward to a decision from North Hertfordshire District Council in due course.”
