Alistair Darling, transport secretary, has announced that a dedicated motorway lane for drivers with passengers will open on a one-mile stretch of road in Yorkshire joining the B606 and M62 next year.
Another will be opened in 2008 on the M1 between Watford and Luton. The scheme will be extended to other motorways if successful.
But the Americans have warned that such schemes are often under-used and can exacerbate traffic jams.
