Proposals to redevelop one of London’s ugliest shopping centres went out to public consultation this week as Delancey client fund DV4 and pension fund APG prepare to submit plans for a new town centre at Elephant & Castle, SE1.
The pair, in partnership with the University of Arts London, want to turn the area into a major cultural and educational destination.
A new campus for the London College of Communication will form the focus, alongside a new mall and 1,000 new homes for rent.
