The Doughnut, the new home for the Government Communication Headquarters (GCHQ), in Cheltenham, is due to open its doors in May, 11 weeks ahead of schedule.
Staff will transfer from 50 separate buildings on two sites, following an £880m makeover.
GCHQ land not covered by the new building has been sold for development.
