Local authorities’ duty to co-operate, which requires councils to work together to provide adequate housing supply, has failed in the South East.
Pressure points where demand far outstrips supply are developing across the region, according to Savills, triggering overspill that is causing almost 25% of local plans to be thrown out.
Under government rules, neighbouring authorities that fail to help undersupplied areas meet their excess demand will have their local plans rejected.
With 73% of authorities across the South East failing to include adequate housing in their local plans, pockets of unmet demand are now emerging.
The agent has identified areas including Horsham, Lewes, Mid-Sussex, Bracknell Forest and Wokingham as among those experiencing overspill from nearby urban centres such as Reading and Brighton.
