EcoWorld London has received consent for 929 homes through appeal, a year after Woking Borough Council rejected the plans.
The proposals comprise five blocks of up to 37 storeys at the former job centre on Goldsworth Road, next to the railway line.
The scheme spans a 2.8-acre site and includes one acre of public space, a homeless shelter, commercial floorspace and 48 affordable homes.
Woking Council’s planning committee refused the plans last year over concerns over height and density, noting that the towers would create loss of light and privacy issues, as well as putting pressure on local GP surgeries.
That decision has now been overruled by the Planning Inspectorate, following an inquiry in December. Construction is expected to begin before the end of 2022.
