Edward Ware Homes has been appointed to develop the Greyfriars site in Gloucester city centre.
The Bristol-based developer will build 400 houses on the 2.45 hectacre site, which is owned by English Partnerships.
25% of the new homes will be affordable housing, with a further 15% reserved for first time buyers.
Plans also include 14,638 sq ft of commercial space, and proposals for a Neighbourhood Resource Centre and public open spaces.
The project aims to be environmentally friendly, including solar heating and a biomass CHP system.
The site is currently occupied by Gloscat, the Gloucestershire College of Higher Education.
A nine-storey teaching block in the centre of the site will be demolished later this year following the relocation of the College.
Edward Ware Homes will maintain the portfolio for a minimum of ten years.

Edward Ware Homes will submit a detailed planning application to Gloucester City Council later this year.
English Partnerships were advised by GVA Grimley throughout the developer selection process.
