Aviva has called on the government to extend Flood Re to cover newer homes.
The scheme, launched in 2016, was designed to lower the cost of insurance for property owners in flood-prone areas but only applies to properties built before 2009.
Colm Holmes, head of general insurance at Aviva, believes that the restriction should be erased, with Flood Re applying to houses built after 2009.
The move would be controversial as the limit was intended to dissuade new properties being built in flood areas.
