JR Smart has lodged plans for a 23-storey apartment block at its Capital Quarter project in Cardiff.
Comprising 180 flats over one- and two-bed homes, work could start this year if consent is granted.
Capital Quarter was launched in 2007 on the former Tyndall Street industrial estate, and includes a number of office and residential buildings.
