Farrell commission to brief Lewis on ‘proactive’ planning

Members of a commission led by architect Sir Terry Farrell will meet shortly with new housing and planning minister Brandon Lewis to brief him on recommendations on how Britain’s planning system can become more “proactive”.


This includes a proposal for replacing Design Review Panels with PLACE (Planning, Landscape, Architecture, Conservation and Engineering) Review Panels, which include representation from professionals in each of these fields.


The Farrell Review, which deals with the future of Britain’s built environment, was published at the end of March following a yearlong consultation. It is also seeking representation for the planning and design communities on all government reviews and decision-making panels for major infrastructure projects.


Members of the Farrell Review had met with former planning minister Nick Boles in June prior to the cabinet reshuffle to discuss its recommendations, and received an “overwhelmingly positive response”, according to a progress update published today.


The commission is also continuing a dialogue with the London borough of Croydon on its approach to placemaking, and will share the results publicly, according to the update.
