The government has launched consultation to create 10 freeports across the UK, with the first due to open next year.
The special tariff and duty areas, which do not necessarily have to be located at a port, allow goods to avoid paying duty if they are then re-exported.
After the 10-week consultation areas will be invited to bid to become one of the zones.
