Only five central government sites have been sold since 2014 under the right to contest scheme.
The Government Property Unit received 43 requests under the scheme, of which 18 were classified as out of scope, seven failed, and 13 remain under consideration.
The five sites that have been sold include two in London – part of the Dulwich hospital site and a clinic in Harrow. Others were in Liverpool, Nottingham and Yorkshire.
