Liverpool City Council has scrapped Will Alsop’s Fourth Grace on the waterfront because it is no longer deemed to be viable.
The 10-storey complex, called The Cloud, was to have included a museum, hotel offices and flats.
Construction should have started next year but it has been blighted by controversy, design changes and spiralling costs.
