Free-trade proposal to save Britain’s ailing high streets

Town centres should be free-trade zones with reduced business rates, the West Midlands mayor and former John Lewis boss has told MPs.

Speaking before the Commons Treasury select committee, Andy Street said that business rates hit the retail and manufacturing sectors disproportionately and called for an overhaul of the system. Though business rates comprise only 4 per cent of business taxes, their impact on Britain’s struggling high streets is substantial, he said.
