A meeting with Network Rail, the Office of Rail Regulation (ORR) and the Competition Commission has failed to clear the air over Network Rail’s funding.
Now the escalating budget dispute between Network Rail and ORR appears to have entered a new and more serious phase.
They are arguing about how much Network Rail needs to improve the rail network over the next five years. Network Rail says it needs £31bn but ORR says it should only receive £27.8bn.
Network Rail has appointed Clifford Chance to be legal adviser and Law & Economics Consulting Group as economic adviser to try to forward its case.
