GLA on hunt for development partner for Walthamstow regen

The Greater London Authority is preparing to kick off its search for a development partner for a residential-led regeneration project at Blackhorse Lane in Waltham Forest, E17.

Montagu Evans has been appointed to advise on structuring the delivery of the scheme and procuring a partnership.

The Blackhorse Yard site, formerly known as Webbs Industrial Estate, will be brought to market in the final quarter of the year, with a view to delivering up to 500 homes and 25,000 sq ft of workspace.

Earlier this month, the GLA gained the sign-off on funds to commission a feasibility study ahead of launching a formal procurement process and a development brief.

The GLA bought the site for £12m in 2016. Catalyst Housing Association and Swan Housing were appointed as development partners to build a scheme comprising 359 affordable homes.

The jv secured planning permission for the residential block in March 2021, but the scheme became unviable owing to changes in the partners’ financial situations. The development agreement was terminated in February last year.

The site is located in an area that is designated as one of London’s creative enterprise and housing zones, with capacity to create 2,500 homes and 1,000 jobs.
