Westminster council is creating a new Department of Planning and City Development, to be headed by Gordon Chard, following Carl Powell’s resignation as director of planning and transportation earlier this month.
Powell, who resigned for personal reasons to return to his native US, headed a combined planning and transport department, but the council is now splitting planning from transport.
Upon Powell’s resignation, Chard took on Powell’s planning duties, pending the appointment of a successor.
But Chard has now been confirmed as the permanent head of the new planning department.
Head of traffic and transportation Martin Lowe, who assumed Powell’s transport duties on an interim basis, is reportedly poised to be the permanent head of a new transport department.
