Government issues Article 14 on Birmingham scheme

Morrison Developments is pressing ahead with its plans for a 24-screen multiplex scheme in central Birmingham despite the issuing of an Article 14 planning restriction on the application.

John Gray, regional director of Morrison, told EGi that the developer still intends to press ahead with the £50m Broadway Plaza scheme despite the imposition of the Article 14 by the Department of the Environment, Transport and the Regions.

Gray said: “We are awaiting a date for the planning committee to be set and are still talking to the council.”

He added that Morrison is in talks with Birmingham Council over the proposals which centre on the former Children’s Hospital site, near Broad Street. He insisted that US cinema operator AMC is still involved in the scheme and has agreed terms to operate the Multiplex.

Broadway Plaza scheme, proposed by Morrison and joint-venture partner Property Solutions, is in a race with the nearby V Ways Leisure development on Broad Street, to become the first Multiplex operation in the city.

Richardson Cordwell has planning permission for 9,290 sq m (100,000 sq ft) at V Ways but has submitted plans to double the size of the scheme, which will be anchored by Warner Village cinemas.

DTZ Debenham Thorpe is advising Richardson Cordwell. Oliver Liggins is letting agent on Broadway Plaza.
