The government plans to force councils to transfer all public housing to the private sector in the long term. The Department of Environment has unveiled a financial regime under which councils would have to draw up transfer plans.
The consultation paper says cash and credit for housing repairs and improvements will be conditional on councils’ plans to sell homes or hand them over to private landlords, housing association or private housing companies.
The government plans to transfer more than 1m homes during the next 10 years.
