Philip Jeans Homes has won planning consent for 1,400 homes in Whitfield, Dover.
The scheme will act as a village centre and forms the first phase of a 5,750-home project.
Dover district council voted in favour of two outline applications following resolutions to grant permission obtained in 2011.
In total the two consents also allow for up to 32,000 sq ft of shops as well as an extensive green infrastructure network.
