The London Legacy Development Corporation has unanimously approved the masterplan for the £1bn redevelopment of the Carpenters Estate in Stratford, E15.
The site will deliver 2,152 homes as part of the masterplan, 50% of which will be affordable.
Populo Living, Newham Council’s wholly owned housing delivery company, submitted the outline proposals for the site, which is set to be one of London’s largest estate restoration schemes, in August 2022. The plans are being delivered with the Tibbalds CampbellReith joint venture, Metropolitan Workshop and Proctor & Matthews Architects.
As part of the regeneration, 314 existing homes at the site, representing 44% of the estate, will be retrofitted to help create Newham’s first “Green Zone” neighbourhood in accordance with the council’s Just Transition Action Plan, which aims to help tackle the climate crisis.
Once complete, the 28-acre site will also offer more than 100,000 sq ft of commercial space, as well as amenities including cafés, restaurants, shops and workshop spaces to help create jobs. Connectivity at the estate will be improved with a new step-free access entrance at Stratford station.
Rokhsana Fiaz, mayor of Newham, said: “Securing the restoration of the Carpenters Estate was my promise to residents when we secured an overwhelming 73% positive vote back in 2021.
“I’m really chuffed that we have been given the green light to get started on building desperately needed homes and restoring the Carpenters Estate into a vibrant neighbourhood with homes that our people can afford.
“We will be looking at kick-starting the refurbishment of James Riley Point first, to deliver 132 social rent homes for our residents, along with a state-of-the-art community and sports centre for locals to enjoy.”
As part of a meanwhile use strategy, residents will be able to make use of development sites across the estate while they await construction. So far, the estate has also undergone a visible transformation, including the revitalisation of play spaces, the installation of new seating and the introduction of a 40ft community mural on Carpenters Road.
The masterplan will be delivered in phases over the next 15 years. Enabling works for James Riley Point are set to start in the spring, with construction on meanwhile developments due to commence in the summer. Construction on phase 2 at the Lund Quarter is expected to get underway in 2026.
