The government’s help-to-buy scheme has been used to buy houses by thousands of people earning more than £100,000, some of whom already owned a property, analysis of official data shows.
Some 3,952 of the 112,300 people taking advantage of the scheme earned more than £100,000; a quarter were already homeowners.
More than half of those using the scheme said they could have afforded to buy a home without it, according to a survey by the government last year.
