Homebase is to anchor the 110,000 sq ft Avenue Retail Park, Cardiff, which is being developed by Hammerson.
The Newport Road scheme will comprise a 50,000 sq ft Homebase, a 5,000 sq ft store for Magnet and a refurbished 30,000 sq ft unit for Matalan.
Hammerson said it is in negotiations with retailers for two remaining units.
David Atkins, director of Retail Parks at Hammerson, said: “The Avenue will significantly enhance the retail offer on Newport Road and create a major shopping destination in its own right.
‘In partnership with Cardiff county council we have been able to implement a range of improvements for the benefit of the local community.”
Letting agents are Wilkinson Williams and architects are Holder Mathias.
