A ban on selling houses with poor insulation would be an effective measure to improve housing efficiency, according to government-funded research by the UK Energy Research Centre.
Improved insulation, better boilers and energy-efficient appliances could cut the average household energy bill by £270 a year, it estimates.
Not being able to sell a house unless it meets a certain level of efficiency would be one of the most effective measures, University of Oxford professor of energy and climate policy Nick Eyre said.
