The Qatari royal family is interested in investing billions of pounds in regeneration projects created around HS2 hubs.
The Emir of Qatar met prime minister David Cameron last month, to discuss the investment. The Qataris are believed to be particularly interested in development around the Birmingham hub.
Meanwhile, HS2 chairman Sir David Higgins told MPs on the House of Commons transport committee he would leave the role if the next government does not support the high speed rail line.
