Hunting Gate Developments have bought a 0.75-acre site on Northminster Road in Peterborough, Cambridgeshire, from the local authority for more than £2m.
Planning consent has already been obtained for 75,000 sq ft of offices with parking for 132 cars.
Construction on the £14m scheme is due to start later this year.
Jones Lang Wootton and Dickens Watts & Dade represented Hunting Gate in the purchase and will be retained as letting agents.
