The Institute of Fiscal Studies says chancellor Gordon Brown’s pledge to double spending on public infrastructure is at risk.
Official figures show government departments have spent less than half their investment budgets with three-quarters of the financial year over.
Departments spent £6.1bn on buildings and equipment in the first nine months, only a fraction higher than the £5.9bn spent at the same point last year, figures published by the Office for National Statistics show.
