Lord Barnett has told the Commons Treasury Select Sub-Committee that Scotland is getting far more money than it should under his Barnett Formula.
He was the Labour peer who invented the system under which government money is allocated to different parts of Britain.
He admitted that he had created the system purely for political expediency 22 years ago and called for it to be scrapped.
