The Institute for Public Policy Research (IPPR) says it remains alarmed at the degree of central control Whitehall would have over elected assemblies.
The left-of-centre thinktank said the government should go ahead with its plans for the assemblies but strengthen their powers.
It called for the legislation to introduce the assemblies to be included in the Queens Speech.
