Johnson Matthey has identified a new site near Swindon, Wiltshire, for a new factory.
It will assemble membrane electrodes. The company will spend £10m to £20m on the plant.
It will also spend a further £13.5m upgrading its chemical operation at its facility at Royston, Cambridgeshire.
