Joint venture plans £280m Leeds Whitehall Riverside development
Town Centre Securities and Glenbrook have joined forces to masterplan a £280m development at Whitehall Riverside in Leeds city centre.
The pair have lodged a pre-application proposal, ahead of a number of applications for the three-acre site.
The joint venture will seek approval for 532 build-to-rent flats in two buildings of 15 and 18 storeys.

The pair have lodged a pre-application proposal, ahead of a number of applications for the three-acre site.
The joint venture will seek approval for 532 build-to-rent flats in two buildings of 15 and 18 storeys.
A separate application will provide detailed plans for a 12-storey office spanning 215,000 sq ft and 13-storey CitiPark car park. This hybrid application will include outline plans for a 108-room aparthotel of 57,000 sq ft and a second office of more than 120,000 sq ft.
TCS has already developed offices at No 1 Whitehall Riverside, 193 flats at Whitehall Waterfront and, most recently, a Premier Inn which completed in 2017.
The car parking operator has teamed up with Manchester-based Glenbrook to incorporate BTR in the next stages. Glenbrook recently made its entrance in the Leeds BTR market through the acquisition of a 631-bed scheme on Kirkstall Road.
Danny Roberts, senior development manager at Glenbrook, said: “Having developed a number of BTR schemes across the UK in recent years, we have been looking to expand our presence into the Yorkshire market.
“Located close to Leeds’ premier commercial district, this development site was an attractive proposition, only increased by the prospect of working with TCS.”
