Butch Kerzner, chief executive of Kerzner International, says a casino at the Millennium Dome could become a European entertainment hub.
The leisure group hopes to develop a resort casino and hotel next to the Greenwich, south-east London, site.
Kerzner has also earmarked sites in Manchester and Glasgow for development, subject to enactment of the Gambling Bill.
