Labour has been accused of “throwing away the benefits” of outsourcing with its plans to bring public services back into government hands.
An Institute of Government report published on Sunday says that improvements in the process are needed, but a wholesale rejection of outsourcing would be counterproductive.
The government spends about £292bn, more than a third of all public spending.
