The London Borough of Kensington & Chelsea has not handed out a single fine to rental properties that fall below minimum energy performance requirements in five years.
The council has failed to fine landlords letting out properties with an EPC rating of F or G, despite issuing 77 compliance warnings and earmarking 19 properties that should be fined.
Neighbouring Westminster City Council has only started issuing fines in the past year, totalling £16,000.
The government is proposing watering down plans to make EPC C the minimum standard by 2028, but the figures suggest that even existing regulations are barely enforced.
