A lack of investment in flood protection could leave 600,000 properties at risk.
A report from the National Infrastructure Commission has concluded that English properties with a flood risk greater than 60% will almost double from 325,000 over the next decade.
The report calls for stricter controls on building in flood-prone areas, as well as a £2bn investment in drainage over 30 years to bring systems up to standard and stop lives being ruined by flooding.
