Landmark Development Projects and St James Securities are planning a 27,870 sq m (300,000 sq ft) twin-tower skyscraper in Leeds.
The £70m 23-storey steel and glass building with penthouse apartments would radically alter the city centre skyline.
The Bridgewater Place project would include a hotel, offices and apartments.
