Landsec paid £125.9m for the site in 2010 in a move to expand its retail portfolio.
Last year, the REIT filed a request for an environmental impact assessment with the council, after launching plans for the redevelopment in 2019 and undertaking four phases of consultation.
David Heaford, managing director for development at Landsec, said: “The O2 masterplan site represents our vision of creating a vibrant place to live, work and enjoy, shaped by local identity and designed to serve the needs of all in the community while providing access to open, green space.”
