A leaked government document reveals plans to introduce curbs on migrants as soon as Brexit comes into effect, likely to be in March 2019.
Low-skilled workers would only be allowed to stay in the country for two years, while skilled workers would be able to stay for three to five years.
Employers would need, wherever possible, to meet their labour needs from resident labour.
