Haringey Council is to appoint Lendlease to redevelop the High Road West Estate.
Plans for the area, opposite the new Tottenham Hotspur stadium, include 2,500 homes, with at least 750 affordable, a library and learning centre and a refurbished community hub.
The development will also create an access route from the station to the redeveloped White Hart Lane football stadium.
Alan Strickland, Haringey council cabinet member for housing, regeneration and planning, said: “I’m proud that local people have made such a big contribution in helping shape the plans that will transform north Tottenham on a site right next to the revamped Spurs stadium.”
