Levelling up won’t ‘decapitate tall poppies’, vows PM

Levelling up the country does not mean the south will be “levelled down”, the prime minister will insist today.

The PM will use a speech in the West Midlands to reassure voters in the Conservative heartlands that investing more in the north and the Midlands will not come at the expense of the south.

He will also claim that investing in other parts of the country will reduce pressure on housing and public services in areas where they are overheating.

“We don’t want to decapitate the tall poppies. We don’t think you can make the poor parts of the country richer by making the rich parts poorer,” Boris Johnson will say.
