The Chartered Institute of Library & Information Professionals is challenging the government over the closure of libraries, saying it has a legal duty to provide library services.
More than 100 library branches were closed last year. The council in Lancashire plans to reduce the number of libraries to 34 from 74, while Fife is looking to close 16.
