Linden Homes and Network Rail have won consent for a housing-led scheme at Victoria Street car park, next to St Albans City station.
The 7.5-acre (3.03ha) car park will be redeveloped as 362 one- and two-bedroom flats, as well as offices, an 836-space car park and a health club.
There will be 106 flats designated as affordable housing at the scheme, of which 32% will be key worker, 18% low-cost home ownership and 50% general-need social housing.
John Thompson & Partners designed the scheme.
Chris Coates, managing director of Linden Homes Chiltern, said: “The development of Victoria Street will bring highly specified new homes to St Albans.
“The apartments also include a proportion of key-worker homes to meet the growing demand in the area, something that we have been keen to include.”
