BPF CONFERENCE: A failure by local authorities to implement local plans risks derailing the National Planning Policy Framework, says British Property Federation president Toby Courtauld.
Speaking at the BPF conference this afternoon, Courtauld said that more councils needed to implement local plans.
“The key question around the implementation is how local authorities speed up the process of having a plan,” he said. “Without that the NPPF is worthless.”
British Land chief executive Chris Grigg said he thought that development outside London would restart now the future of the NPPF had been resolved, but warned that the pace of recovery would be slow.
“The consequences of planning and the period while the government went through the changes… has made new development harder outside London,” said Grigg, who takes over as president of the BPF in July. “It will be easier – though not dead easy – to do development outside London. I think that pace will increase. We’ll see more development than we have done.”
