Planning guidance due to be issued by London mayor Sadiq Khan this autumn will include a tougher definition of affordable housing, deputy mayor for housing James Murray said.
Khan has increased the level of affordable homes in the first phase of the Old Oak Common development in west London to 40% from the originally agreed 33%.
The mayor also introduced a profit-sharing mechanism to fund the building of affordable homes in the future.
