Lord Rooker (pictured) has replaced Lord Falconer as planning and housing minister.
He will have the task of finalising the Government’s controversial planning reforms and steering them through Parliament.
The post, formerly part of the DTLR, is now based in the Office of the Deputy Prime Minister.
Jeff Rooker was an MP for 27 years, entering the Lords and becoming a Home Office minister when he retired in 2001.
He was a Labour environment spokesman from 1984 to 1988.
Nick Raynsford remains local government minister, in the Office of the Deputy Prime Minister.
There had been some speculation that Raynsford might resume his former role as housing minister.
