Luton Airport is to submit planning applications for a replacement runway and a new terminal.
The Bedfordshire airport intends to submit the proposals in late 2006/early 2007 with the aim of completion in time for the 2012 Olympics.
The first planning application will include building additional aircraft stands, a terminal extension and piers, car parks and extensions to the taxiway.
A second planning application will include a full-length replacement runway, a new south terminal and reception, additional aircraft stands and a new fire station and control tower.
Government estimates that passenger numbers at Luton will triple by 2030 have led to the airport’s draft master plan.
The plans have prompted protests from residents and environmentalists.
